Requires prescribers of certain controlled substances to consult the State's Electronic Prescription Accountability System before issuing a prescription for the controlled substance, under certain circumstances. Provides that a violation by a prescriber shall not be subject to criminal penalty provisions but that a violation may be grounds for professional discipline. Repeals on 6/30/2023. (CD1)
Specifies certain recall reimbursement or repair requirements for manufacturers where a stop-sale order has been issued. Authorizes a license holder to engage in business at motor vehicle dealer locations that are affiliated by common ownership under the same license. Clarifies when certain manufacturers' or distributors' sales or service performance standards shall be deemed unreasonable, arbitrary, or unfair. Prohibits a manufacturer or distributor from requiring a dealer to perform certain construction or renovations to the dealer's facilities; purchase items for a dealership facility in certain circumstances; or provide certain consumer and proprietary data; unless certain conditions are met. Amends Hawaii's Good Samaritan Law to provide civil liability exemption for persons who in good faith, without remuneration or expectation of remuneration, attempt to rescue a person with a rescue tube and for owners and operators of any premises, property, or facility that is adjacent to navigable waters, where rescue tubes are located. (CD1)
Allows the use of medical cannabis to treat opioid use, substance use, and withdrawal symptoms resulting from the treatment of those conditions. (CD1)
Requires the Hawaii Housing Finance and Development Corporation to institute proceedings to condemn the ground lease for the Front Street Apartments affordable housing project. Appropriates general funds for the appraisal and other preparations for the condemnation; provided that the County of Maui provides matching funds. Appropriates rental housing revolving funds to the Hawaii Housing Finance and Development Corporation for the expedited construction of the Leialii affordable housing project. (CD1)
Establishes a Cesspool Conversion Working Group within the Department of Health to develop a comprehensive plan for the conversion of all statewide cesspools by 2050. Requires the University of Hawaii to conduct a comprehensive statewide study of sewage contamination in nearshore marine areas. Appropriates funding to the Department of Health to conduct research or gather technical assistance and to the University of Hawaii for the study of sewage contamination in nearshore marine areas. Makes an appropriation to the temporary commission on the thirteenth Festival of Pacific Arts to plan for the Festival of Pacific Arts to be held in Honolulu from 6/11 - 6/27/2020. Effective 7/1/2018. (CD1)
Establishes the research and development program in the Hawaii technology development corporation to help Hawaii-based small businesses optimize research and development performed in Hawaii. Establishes the research and development special fund. Appropriates funds for the purposes of the research and development program. (CD1)
