Requires certain amounts of child support moneys collected by the Department of Human Services for public assistance of a child to pass through to the family receiving public assistance. Requires the Department of Human Services to disregard passed-through child support payments when calculating the income of an applicant for or recipient of public assistance. Increases the maximum fine for an employer who discharges from employment, refuses to employ, or takes disciplinary action against a noncustodial parent subject to income withholding or who fails to comply with an order of assignment of future income to pay child support. Appropriates funds.

Prohibits commercial ocean use activity in Kaneohe Bay waters without a permit. Prohibits any person from advertising any commercial ocean use activity in Kaneohe Bay waters for which the person does not have a permit, lease, or license. Establishes and appropriates funds for full-time equivalent positions. Effective 7/1/2050. (SD1)

Beginning 1/1/2024, requires rental kayaks to be registered and numbered with the Department of Land and Natural Resources and have the identification number affixed to the rental kayak. Requires the Department to establish fees for registration and registration renewal of rental kayaks. Effective 7/1/2050. (SD1)

Clarifies that the Board of Land and Natural Resources shall not unilaterally amend the terms and conditions of any lease of public lands being extended pursuant to Act 149, Session Laws of Hawaii 2018, except as otherwise provided therein; and if the Board of Land and Natural Resources wishes to amend the terms and conditions of any lease of public lands being extended to reflect the Board's most current lease form and leasing practices and policies, such lease form and leasing practices and policies must be included in the rules of the Board. Defines "lease of public lands". Effective 7/1/2050. (SD1)

Makes a person or entity liable for all or a portion of search or rescue expenses when the person or entity knowingly enters state, county, or private property, knowingly enters a hiking trail that is closed to the public, or violates applicable laws, provided that the closure is posted by sign, barricade, or other device that gives reasonable notice of the closure. Requires counties and the State Fire Council to adopt rules as necessary to pursue reimbursements.

Prohibits the sale of geolocation information and internet browser information without consent.

Requires the Department of Hawaiian Home Lands to complete an assessment and report on the feasibility of digitizing its applicant, beneficiary, and lessee records and creating an interactive digital database software program. Requires the Department of Hawaiian Home Lands to submit a report to the Legislature by 7/1/2024. Appropriates moneys. (SD1)

Amends the definition of "emergency worker" in the Penal Code to include communications dispatchers. Takes effect 1/1/2024. (SD1)

Establishes the Sustainable Food Systems Working Group within the Office of Planning and Sustainable Development to develop a plan for a more sustainable, resilient local food economy and to report to the Legislature. Appropriates funds to establish the working group, develop the plan, and fund an unspecified number of sustainability specialist positions within the Office of Planning and Sustainable Development's Statewide Sustainability Program. Exempts the proposed drilling, construction, or use of a well and well appurtenances on lands leased from the Department of Agriculture from environmental review requirements, provided that the land is being used to support agriculture and food production. Effective 7/1/2050. (SD1)
