RELATING TO COMMERCIAL FISHING.

Authorizes the Department of Land and Natural Resources to establish limited-entry commercial fisheries for fisheries that are not subject to federal fisheries regulations, when appropriate or necessary to ensure sustainable fisheries for two species of fish -- uhu and kala. Requires the Department to obtain community feedback and report annually to the Legislature. Sunsets 6/30/2028. Effective 6/30/3000. (HD1)

RELATING TO SPECIAL ACTIVITY PERMITS.

Requires the Department of Land and Natural Resources to approve or deny an application for a special activity permit for aquatic research within ninety days from the date that it was submitted. Appropriates an unspecified amount of funds for the establishment of two full-time equivalent (2.0 FTE) positions within the Division of Aquatic Resources to support the special activity permit review process. RELATING TO AGRICULTURE.

Establishes the Farm Succession Pilot Program under Leeward Community College in collaboration with the University of Hawaii College of Tropical Agriculture and Human Resources. RELATING TO TAXATION.

Temporarily reinstates the technology infrastructure renovation tax credit. Expands the definition of "technology-enabled infrastructure" to include data servers. Requires a report from the department of taxation analyzing the tax implications for specified exemptions and exclusions from chapters 237 and 238, HRS. Effective 6/30/3000. (HD1)

RELATING TO THE LABELING OF PRODUCTS.

Clarifies that calculations to determine whether a non-perishable good labeled "Hawaii Made" has met the requirement that at least 51% of the wholesale value of the product is added by production within the State include operating and overhead expenses incurred and spent within the State. Appropriates funds to promote and develop the "Made in Hawaii" brand. Effective 6/30/3000. (HD1)

RELATING TO PUBLIC PARKING SPACES.

Effective January 1, 2025, requires all state- or county-owned parking lots in the State that contain public paid parking spaces to accept payment of parking fees by credit card and debit card. Requires all state- or county-owned parking meters in the State that collect parking fees for any public paid parking space to be maintained in working order to accept payment by credit card and debit card. Requires the department of accounting and general services and the counties to submit reports to the legislature. Defines motor vehicle, parking meter, and public parking space. Effective 7/1/2050.
