Removes the ability for a Mayor or the Governor to suspend electronic media transmission during a state of emergency.

Includes the establishment of a consistent and balanced framework for developing and implementing sea level rise adaptation strategies as an objective of the Coastal Zone Management Program. Includes the promotion of research, study, and understanding of the suitability and impacts of different sea level rise adaptation as a policy of the Coastal Zone Management Program. Includes the maintenance of a balance between public and private interests in implementing sea level rise adaptation and consideration of all appropriate sea level rise adaptations as policies of the Coastal Zone Management Program. Includes as a policy of the Coastal Zone Management Program that any construction on shoreline be allowed if it is determined to preserve, protect, or rehabilitate the beach of be considered vital development. Requires the County Planning Commission to allow proposed development within the shoreline area and within the sea level rise exposure area under certain circumstances. Prohibits any policy or guideline for setting special area use permit application procedures that has the effect of a rule without complying with the rulemaking process. Preempts any rule, policy, or guideline inconsistent with the Special Management Area Guidelines. Allows counties to require that shoreline setback lines be established at greater distances in certain circumstances. Provides that no variance be denied for maintenance, renovation, or repair of a lawful nonconforming structure with exceptions.
Authorizes the issuance of special number plates to commemorate the Honolulu Museum of Art.
Requires the Executive Office on Aging to submit to the Legislature annual progress reports on the Hawaii State Health Insurance Assistance Program. Appropriates funds. (CD1)
Requires the Office of Enterprise Technology Services, in consultation with the Office of Language Access and a working group comprising stakeholders, to develop and publish, and periodically review and update, electronic information technology multilingual accessibility standards to be implemented by all state entities. Appropriates funds for one full-time equivalent (1.00 FTE) position. (CD1)
Beginning in 2026 and every three years thereafter, requires the Judiciary to conduct a study on interpreter fees. Appropriates funds. (CD1)
Prohibits certain oversized commercial vehicles from driving in the far left lane on roadways with three or more lanes for traffic moving in the same direction, subject to certain exceptions. Effective 1/1/2024. (CD1)
Prohibits commercial vendors from presetting commercial beach equipment on certain beaches under the jurisdiction of the Department of Land and Natural Resources, unless the customer is physically present. Requires commercial vendors to expeditiously remove commercial beach equipment after the customer has finished using it. Allows the Department of Land and Natural Resources to grant exemptions through rules. Establishes administrative fines for violations. (CD1)
Expanding the requisite state of mind for the criminal offense of desecration to include "knowingly". Simplifies the definition of "desecrate". (HD1)
