Allows the Hawaiʻi Community Development Authority to approve the residential development on the parcels owned by the Office of Hawaiian Affairs in Kakaako. Raises the building height limit and increases the maximum floor area ratio for residential development on the parcels. Exempts the residential developments on the parcels from the requirement to dedicate public facilities of land or facilities, or cash payments in lieu thereof, as a condition of development; the prohibition on sale or assignment of fee simple interest in land in the Kakaako Community Development District; and the prohibition on residential development in the Kakaako Makai area. Appropriates funds for repairs of certain structures located on the parcels and for compensation relating to the Office of Hawaiian Affairs' pro rata portion of income and proceeds from the public land trust. Authorizes the department of land and natural resources to establish and operate conservation mitigation banks to restore, create, enhance, or preserve conservation habitats or resources as compensatory mitigation. Authorizes the department to contract a third-party administrator for the operation of the mitigation banks. Clarifies the sale of credits involved in conservation mitigation banking. Defines "conservation mitigation bank". Effective 1/1/2024.
For applications filed on or after July 1, 2023, requires the Public Utilities Commission to render decisions on certain renewable projects, power purchase agreements, and cost recovery applications within one hundred eighty days of the filing of the application and establishes procedures and requirements for the applications. Exempts certain power purchase agreement amendments from the Public Utilities Commission review and approval process in certain circumstances. Requires a public utility requesting an amendment to a power purchase agreement to submit an informational filing to the Public Utilities Commission. Effective 7/1/2050. (SD2)
Requires the State Board of Professional Engineers, Architects, Surveyors and Landscape Architects to, upon its denial of an application for licensure, provide the applicant with a written notice of denial accompanied by a written explanation describing the reasons for the Board's denial. Establishes the Kupuna Rural Health Care Pilot Program within the Executive Office on Aging of the Department of Health to improve access to care in rural areas of Hawaiʻi County and expand broadband internet access, provide at-home visits, and ground transportation for in-person health care services. Requires a report to the Legislature. Appropriates funds.
Establishes within the Office of Wellness and Resilience, the Malama Ohana Working Group to seek, design, and recommend transformative changes to the State's existing child welfare system. Allows the Office of Wellness and Resilience to contract with an administrative facilitator to provide necessary support for the Malama Ohana Working Group in carrying out its duties. Requires the Malama Ohana Working Group to report to the Legislature prior to the Regular Session of 2025 and be dissolved upon the adjournment thereof. Appropriates funds.
Transfers the Culinary Institute of the Pacific from the University of Hawaiʻi to the Department of Business, Economic Development, and Tourism as an administratively attached agency.
