RELATING TO LAHAINA WILDFIRE RECOVERY.

Establishes the Lahaina Recovery Oversight Commission within the Department of Accounting and General Services to oversee and guide the recovery of Lahaina from the 2023 wildfires. Requires the Office of Enterprise Technology Services to assist in establishing a website for the Commission. Requires annual reports. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. Takes effect 7/1/2112. (SD1)

RELATING TO AGRICULTURE.

Establishes a Local Agriculture Transportation Cost Reimbursement Program to reimburse eligible ranchers and farmers a portion of their costs to transport livestock, livestock products, agricultural commodities, and certain supplies under certain circumstances. RELATING TO LIVESTOCK.

Requires the University of Hawaiʻi College of Tropical Agriculture and Human Resources, in consultation with livestock industry stakeholders, to conduct a study to assess the effects of heat stress on beef cattle during interisland ocean transportation. RELATING TO RENEWABLE ENERGY.

Authorizes independent generators of renewable energy to wheel the renewable energy transmitted and used to produce hydrogen, subject to certain conditions determined by the Public Utilities Commission. Takes effect 1/1/2060. (SD1)

RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR ELECTRIC PUBLIC UTILITIES.

Authorizes the issuance of special purpose revenue bonds for Hawaiian Electric Company, Inc. and its subsidiaries Maui Electric Company, Limited, and Hawaiʻi Electric Light Company, Inc., for multiproject capital improvement programs. Takes effect 7/1/2040. (SD1)

RELATING TO VEGETATION MANAGEMENT NEAR UTILITY LINES.

Requires the Department of Land and Natural Resources to create and annually update a wildfire hazard map. Requires private and public property owners to trim grasses within certain proximities of public rights of way and utility lines. Authorizes electric utility companies to enter private or public property to trim or remove hazardous vegetation. Declares that the general fund expenditure ceiling is exceeded. RELATING TO MEAT AND POULTRY INSPECTION.

Requires the Department of Agriculture to establish, implement, and administer a Meat and Poultry Inspection Program and annually report to the Legislature. Appropriates funds for the establishment, implementation, and administration of the Meat and Poultry Inspection Program.
