RELATING TO BUDGET-RELATED SUBMISSIONS TO THE LEGISLATURE.

Authorizes the legislature, upon the agreement of form by the speaker of the house of representatives and the president of the senate, to specify the form in which the proposed budgets of the executive branch, judicial branch, and office of Hawaiian affairs are submitted to the legislature. Requires the executive branch, judicial branch, and office of Hawaiian affairs to conform no later than 12/1/2023. Effective 6/30/3000. (HD1)

RELATING TO BUDGET-RELATED REPORTS.

Requires the Governor to ensure that the Governor's program memoranda and variance reports accurately reflect the current responsibilities of certain state programs, address the current and future needs of the State, and align with budget-related submittals. Effective 6/30/3000. (HD1)

RELATING TO THE DEPARTMENT OF LAW ENFORCEMENT.

Specifies the responsibilities of the Department of Law Enforcement's Sheriff Division regarding judicial and legislative security. Requires the Sheriff Division to pursue, obtain, and maintain accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc. Effective 7/1/3000. (HD1)

RELATING TO AGRICULTURAL PARK LEASES.

Allows the Department of Agriculture to extend the agricultural park lease of any lessee who holds a lease with a remaining term of 15 years or less; provided that the land covered by the lease is 25 acres or less and located in a county with a population of less than 500,000. Effective 7/1/2050. (SD1)

RELATING TO THE COMMISSION ON WATER RESOURCE MANAGEMENT.

Defines the public trust purposes of the commission on water resource management and requires the commission, in acting upon water use permit applications, to prioritize applications for public trust purposes. Allows the commission to retain independent legal counsel. Repeals the position of deputy to the chairperson of the commission and establishes the position of executive director of the commission. Amends the composition of the commission and administratively attaches it to DLNR. Authorizes entities to challenge an emergency order of the commission under certain conditions. Establishes fines for certain water use offenses. Amends the commission's authority to declare water emergencies and issue orders to address them and declare water shortages and related notice requirements. Effective 7/1/3000. (HD1)

RELATING TO RENEWABLE ENERGY.

Expands the definition of "renewable energy producer" that is used to determine the Board of Land and Natural Resources' disposition of public lands by direct negotiation to renewable energy producers. Effective 7/1/3000. (HD1)
