Establishes the stabilization fund. Caps employer contributions to the other post-employment benefits trust fund. Transfers excess funds over the established cap from other post-employment benefits trust fund to the stabilization fund to cover cost increases of providing health and other benefits plans for active employees and retirees and their dependents.

Requires the department of taxation to share information with the department of labor and industrial relations for the purposes of enforcing the tip credit. Requires the department of taxation to provide an online tool or program to employers to determine compliance with the tip credit. Increases the minimum wage to $15.00 per hour by 2024 and indexes future annual increases to the median wage for all occupations in the State. Beginning 01/01/2022, adjusts the tip credit to 50 cents for every dollar above a certain amount. Requires written notice to an affected tipped employee.
Requires that at least 3 members of the state council on mental health have demonstrated knowledge of or work experience involving Native Hawaiian concepts of well-being, culturally-grounded mental health methodologies, or traditional healing or health practices.
Authorizes a police officer or conservation and resources officer of the department of land and natural resources to conduct an administrative inspection, without a search warrant, if the law enforcement officer has reason to believe that certain aquatic life is taken or held for sale, storage, or transportation in violation of the laws relating to fishing rights and regulations.
Establishes within the department of land and natural resources a Makua Valley task force to prepare for the transition of the management of the Makua military reservation from the United States Army upon the expiration of the Army's lease for the land. Requires a report to the legislature.
Makes it a civil and administrative violation for any person to engage in certain archaeological activities without obtaining the required permission or approval from the department of land and natural resources.
Expands the time period by which a civil action for childhood sexual abuse must be initiated. Extends the period during which a victim of childhood sexual abuse may bring an otherwise time-barred action against the victim's abuser or an entity having a duty of care. Allows recovery of treble damages in certain circumstances. Prohibits settlement agreements and court orders that restrict disclosure of certain information. Provides for training on trauma-informed response. Applies retroactively to 4/24/2020.
Appropriates funds to the Hawaii Health Systems Corporation to expand the Kau Rural Health Clinic to improve access to urgent care and outpatient behavioral health services.
Establishes the department of environmental protection. Transfers jurisdiction of certain functions and employees of the department of land and natural resources, department of agriculture, and department of health to the department of environmental protection.
Requires the department of education to establish rules for the procurement of goods and services related to the administration of food programs at public schools that incorporate a geographic preference for unprocessed locally grown and locally raised food products. Except for the provision relating to Hawaii products, exempts the department's food program from the Hawaii public procurement code.
