RELATING TO CORRECTIONAL FACILITIES.

Establishes a moratorium on the construction of any new correctional facilities in the State on or after 7/1/2021, including the planned construction of a new facility to replace the existing Oahu community correctional center. Prohibits the construction of new correctional facilities or the expansion of existing correctional facilities without the approval of the Hawaii correctional system oversight commission.

RELATING TO THE CLEAN WATER ACT.

Beginning 1/1/2031, prohibits underground injection unless authorized by a National Pollutant Discharge Elimination System permit obtained from the director of health.

RELATING TO ATTACHMENT.

Increases the amount of the exemption from attachment or execution of real property that is owned by any individual who is not delinquent on income taxes, real property taxes, or mortgages; and a motor vehicle. Exempts one month of child support and spousal support from attachment or execution.

RELATING TO WATER CIRCULATION.

Requires the department of health to establish a two-year pilot project to test Tier 1 beaches for Staphylococcus aureus and methicillin-resistant Staphylococcus aureus not less than monthly. Requires a report to the legislature before the regular sessions of 2022, 2023, and 2024.

RELATING TO EDUCATION.

Mandates the legislature to raise and allocate sufficient funding to provide a quality public education to the students of Hawaii. Establishes a base rate of funding allocation equal to at least the average of the operating budgets of the five school districts nationwide with the most comparable consumer price indices, most recently calculated by the United States Bureau of Labor Statistics, when calculated on a per-pupil basis.
