Adds a permanent commercial driver's license disqualification for a commercial driver's license or commercial learner's permit holder who is convicted of a felony involving severe forms of trafficking in persons, without the possibility of reinstatement. (CD1)

Establishes sentencing guidelines for highly intoxicated drivers. Requires that ignition interlock devices be installed on all vehicles operated by a person upon license revocation. Increases the license revocation period and extends the applicable lookback periods. Amends the penalties for operating a vehicle under the influence of an intoxicant. (CD1)
Prohibits newly appointed or reappointed council, board, and commission members from serving if the member has not completed, within the requisite time, the required training course related to native Hawaiian rights. Requires the Office of Hawaiian Affairs and Department of Land and Natural Resources to compile an annual report of members who have failed to complete their training course requirement. Requires the Office of Hawaiian Affairs to record the training courses and make the recordings available to those who were unable to attend the training course. Effective 4/1/2022. (CD1)
Authorizes contested case hearings to be conducted through the use of interactive conference technology. Effective 10/1/2021. (CD1)
Creates a dual use technology task force within the department of business, economic development, and tourism to explore how dual use technology can be used to promote economic recovery and diversify the State's economy. Requires the task force to submit reports to the legislature prior to the regular sessions of 2023 and 2025. (CD1)
Allows a penalty of up to $5,000 for the fourth or subsequent violations of the motor carrier law within one calendar year. (CD1)
Establishes the offense of importation, sale, or possession of one or more childlike sex dolls. (CD1)
Grants exclusive original jurisdiction in matters of divorce to the family court of the circuit in which an applicant is domiciled at the time the application is filed. Repeals the requirement that a person be domiciled or physically present in the State for a continuous period of at least six months before applying for a divorce. Effective 1/1/2022. (CD1)
