Establishes the Hawaii emergency food assistance program and Hawaii emergency food assistance program special fund to be administered by the department of agriculture and appropriates moneys into the fund to provide food to certain residents during governor-declared states of emergency. Requires the Department of Education to meet the local farm to school meal goal of fifteen per cent of food served in public schools to be locally sourced by 2025 and thirty per cent by 2030. Requires the Department of Education to report to the Legislature. (SD2)
Increases administrative and criminal penalties for those who violate the Hawaii pesticides law.
Authorizes a police officer or conservation and resources officer of the department of land and natural resources to conduct an administrative inspection, without a search warrant, if the law enforcement officer has reason to believe that certain aquatic life is taken or held for sale, storage, or transportation in violation of the laws relating to fishing rights and regulations.
Establishes a sustainable Hawaii workforce program, a sustainable Hawaii workforce advisory committee, and a sustainable Hawaii workforce special fund to meet the goals of the Aloha+ Challenge. Imposes a new 1.5 per cent sustainable tourism tax beginning on 7/1/2022, to fund the sustainable Hawaii workforce program. Special fund is effective on 7/1/2022. Program and advisory committee take effect on 1/1/2023.
Requires the department of health to establish a two-year pilot project to test Tier 1 beaches for Staphylococcus aureus and methicillin-resistant Staphylococcus aureus not less than monthly. Requires a report to the legislature before the regular sessions of 2022, 2023, and 2024.
Beginning with the 2022-2023 school year, requires the department of education to include the teaching of financial literacy in the personal/transition plan requirement for each student. Effective 7/1/2050. (HD2)
Requires all letterheads, documents, symbols, and emblems of the State and other political subdivisions that include Hawaiian words or names to include accurate and appropriate Hawaiian names, spelling, and punctuation. Establishes references for accurate, appropriate, and authentic Hawaiian names and words, including proper Hawaiian spelling and punctuation. Clarifies that the full text of bills and other official documents are not required to be written in Hawaiian and that misspelled or incorrectly punctuated Hawaiian words and names shall not invalidate the documents or render them unenforceable and no cause of action shall arise accordingly.
Requires the department of education food services branch to coordinate with the principals and vice principals of department schools to determine which school meal program offered by the USDA is the best fit for the student body and campus of each school.
Adds coercive control as part of the petty misdemeanor offense of abuse of a family or household member to the pilot program to strengthen state and county responses to domestic violence and increase violator accountability established by Act 19, Regular Session of 2020. Sunsets 6/30/2026. (SD1)
