Mandates the legislature to raise and allocate sufficient funding to provide a quality public education to the students of Hawaii. Establishes a base rate of funding allocation equal to at least the average of the operating budgets of the five school districts nationwide with the most comparable consumer price indices, most recently calculated by the United States Bureau of Labor Statistics, when calculated on a per-pupil basis.

Includes the use of traditional Native Hawaiian burial practices in the treatment and disposal of human remains, including the use of alkaline hydrolysis. Requires the department of health to adopt rules. Effective 7/1/2060. (HD3)
Until 7/1/2026, allows restaurants to apply a restaurant service surcharge for the sale of food or beverage services, the revenues of which shall be used exclusively by the restaurants for economic recovery from COVID-19 impacts. Authorizes establishments with a class 2 restaurant liquor license to allow the consumption of liquor anywhere on the premises, including the restaurant's outdoor property and sell liquors in their original packages for pick up, delivery, take out, or other means for off-premises consumption.
Establishes an annual luxury pollution registration fee for nonelectric vehicles over $60,000 beginning 12/31/21. Requires the fees to be deposited in the state highway fund and support the electric vehicle charging system rebate program. Expands the rebate program to include low-income residents of the state. Makes an appropriation to establish and fund one advanced life support ambulance based in Makalei on the island of Hawai‘i, including acquisition of a vehicle, equipment, and personnel costs.
Limits monthly rent increases for certain dwelling units to an unspecified per cent for the term of the rental agreement or every 12 months, whichever period is longer. Prohibits rent increases due to the landlord's negative cash flow resulting from refinancing or purchasing the rental dwelling unit. Establishes a rent stabilization advisory working group to advise on matters relating to the stabilization of certain dwelling unit rental amounts. Requires the legislative reference bureau to conduct a study on actions that other states have taken to incentivize landlords to stabilize rents.
Prohibits a creditor from initiating or continuing any action to garnish wages from a debtor during the period of an emergency proclamation in relation to the coronavirus disease 2019 pandemic and some time thereafter. Prohibits a creditor from garnishing more than ten per cent of a debtor's wages for six months thereafter. Effective 7/1/2050. Repeals 12/31/2021. (SD1)
Adds definitions of "biomass" and "fossil fuels", and amends the definition of "power generating facility" for purposes of environmental impact statements.
Requires the Department of Labor and Industrial Relations to open at least one office in each county for claimants wishing to file for unemployment insurance in person. Requires state library employees to minimally assist claimants wishing to file for unemployment insurance using public access computers at the library. Requires the department of labor and industrial relations to hire or reassign staff to increase capacity of processing unemployment insurance claims. Requires the department to complete its computer upgrade and modification project within six months of this Acts passage.
Amends and clarifies "renewable feedstocks" for purposes of the renewable fuels production tax credit to conform with federal statutes and the Environmental Protection Agency's directive.
