Establishes a state capitol tours program within the Legislature's Public Access Room. Appropriates funds.

Requires each county to adopt an ordinance, or the appropriate political subdivision of the county, to adopt rules, with respect to building permits for 5G towers that are proposed to be located near airports. Requires reports to the Legislature.
Requires original equipment manufacturers of digital electronic equipment to make documentation, parts, and tools available to independent repair providers and owners for the purposes of diagnosis, maintenance, and repair on fair and reasonable terms.
Establishes an extended producer responsibility program. Requires certain producers of fast-moving consumer goods to register with the Department of Health and pay an annual fee based on the amount of packaging volume the covered producer places on the market each calendar year from 2023 to 2027. Provides for the deposit of fees into an extended producer responsibility special fund. Provides for the expenditure of moneys from the extended producer responsibility special fund for the creation of a report that assess the resources needed to reduce the volume of packaging waste sent to landfills or power plants that burn municipal solid waste as a fuel by 50% by 2026 and 80% by 2030. Appropriates moneys.
Appropriates funds to establish one full-time equivalent (1.0 FTE) program director position and one full-time equivalent (1.0 FTE) staff member position, and to provide for employee training, materials and supplies, other costs associated with the state building code council, and any costs necessary to establish a full-time office.
Amends the Hawaii Broadband and Digital Equity Office's duties, including requiring the office to prioritize the access to broadband in rural areas of the State.
Prohibits homeowner associations and restrictive covenants from preventing the use or installation of energy efficient technologies. Imposes a fine on private entities that do not comply with prohibitions on preventing the use or installation of energy efficient technologies.
Establishes criteria by which a county director of wastewater treatment systems can determine catastrophic failure of existing wastewater treatment facilities. Authorizes county governments to enter into private-public partnerships to fund, design, build, and operate new wastewater treatment and resource recovery facilities in the event of catastrophic failure. Allows each county to contract certain services in certain cases to prevent catastrophic failure of existing wastewater treatment facilities. Amends the definition of "resource recovery facility" to encompass other resources such as reusable water or recoverable gas.
Requires each county to provide an annual report to the legislature on the county's efforts at reducing zoning and regulatory barriers to housing development.
Authorizes and decriminalizes the sale of raw milk and raw milk products directly to consumers for human consumption, with certain restrictions. Requires the Board of Agriculture to adopt rules governing the direct sale of raw milk and raw milk products. Establishes labeling requirements.
