Repeals Chapter 157, Hawaii Revised Statutes, commonly referred to as the Milk Control Act. Requires any funds remaining in the Milk Control Special Fund to be used to reimburse fees paid by licensees within the past two years and to promote dairy cooperatives to continue local milk production in the State. Allows the Real Estate Commission to revoke or suspend a license, or fine a licensee, for advertising, promoting, representing, receiving any remuneration for, or offering for rent any transient vacation units and whole-home short-term rentals unless the unit or rental is permitted by the relevant county. Establishes the therapeutic psilocybin working group to examine the medicinal and therapeutic effects of psilocybin and develop a long-term strategic plan to ensure the availability of therapeutic psilocybin or psilocybin-based products that are safe, accessible, and affordable for adults twenty-one years of age or older. Increases the minimum and potential maximum fine for violating certain provisions relating to the installation of a noisy muffler.
Establishes provisional or associate level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances. Allows psychologist license applicants to sit for the licensing examination before completing other requirements. Effective 1/1/2050. (SD2)
Requires the Department of Hawaiian home Lands to submit certain annual reports to the Legislature regarding the native Hawaiian rehabilitation fund. Appropriates moneys into and out of the fund for Hawaiian home lands lots, related projects, and down payment assistance and mortgage payment assistance to the department's beneficiaries. Restricts the use of solitary confinement in state-operated and state-contracted correctional facilities, with certain specified exceptions. Requires the Department of Public Safety to use appropriate alternatives to solitary confinement for inmates who are members of a vulnerable population. Defines "member of a vulnerable population." Requires a report to the Legislature.
