RELATING TO PANDEMIC LEAVE.

Provides for paid leave for fully vaccinated employees required to stay home from work or prohibited from returning to work because of COVID-19 exposure who submit to a test within three days of being notified of the exposure and receive negative test results. Effective 7/1/2050. Repeals 6/30/2023. (HD1)

RELATING TO CORRECTIONS.

Establishes the Women's Corrections Implementation Commission within the Department of Public Safety to provide oversight over state correctional facilities that incarcerate women, receive and investigate complaints from incarcerated women, monitor the criminal justice system's progress in implementing reforms, and monitor programs and data that are important to ensuring successful outcomes for women in the correctional system. Appropriates moneys. Effective 7/1/3000. (HD1)

RELATING TO CLIMATE MITIGATION.

Requires the Public Utilities Commission to develop an estimated social cost of carbon; each regulated electric and gas utility to use the estimated social cost of carbon in the utility's respective integrated resource planning process; and the State to consider the estimated social cost of carbon in planning new infrastructure and capital improvement projects. Effective 7/1/2100. (HD1)

RELATING TO A WHISTLEBLOWER HOTLINE.

Requires the ombudsman to establish and manage a hotline by which an employee, or a person acting on behalf of an employee, may contact the office of the ombudsman directly to report a violation or suspected violation of a law, rule, ordinance, or regulation, or a contract executed by the State, a political subdivision of the State, or the United States. Authorizes the ombudsman to receive and investigate reports of violations or suspected violations from the whistleblower hotline.

RELATING TO HISTORIC PRESERVATION.

Defines "pre-contact historic property". Clarifies that the historic preservation program includes the development, publication, and distribution of materials and consultation services about protections for burials, historic sites, and archaeological resources. Increases civil and administrative fines for certain violations of historic and preservation requirements and makes violators liable for costs associated with mitigation or restoration measures.

RELATING TO ASSISTANCE FOR NEW BUSINESSES.

Requires DBEDT to provide support services to new businesses. Establishes a separate general excise tax rate for a business's first five years of operation. Exempts a business from paying any fees related to licensing and registration within its first five years of operation. Allows individuals to continue to receive unemployment benefits while in the process of starting a business. Requires the state procurement office to advise government bodies to allocate at least five percent of funding to procure goods and services from new businesses in the State. Prohibits savings and loan associations from requiring a signed confession of judgment from a small business as a condition of receiving a loan.

RELATING TO ENERGY.

Requires the public utilities commission to open one or more proceedings to consider low- and moderate-income rates, bill credits, or direct payments and whether these would be appropriate for the State; the advantages and disadvantages of rate design, program offerings, and the requirements of community benefits agreements; and other customer-centric solutions to lessen the energy burden on low- and moderate-income customers.
