RELATING TO HAWAII EDUCATOR LOANS.

Opens eligibility under the Hawaiʻi Educator Loan Program for students and teachers who agree to teach as a full-time teacher in a public charter school. Decreases the service requirement for total loan forgiveness to five years and increases the percent of the total loan award to be waived annually under the Hawaiʻi Educator Loan Program. Appropriates funds into and out of the Hawaiʻi educator loan program revolving fund to provide financial assistance for students participating under the Hawaiʻi educator loan program. RELATING TO CONSUMER PROTECTION.

Caps the primary and secondary ticket seller service charges that may be added on to event ticket prices. Requires website operators to guarantee refunds in certain circumstances and disclose that the website is not the primary ticket seller. Prohibits speculative tickets and the usage of bots.

RELATING TO THE EXECUTIVE OFFICE ON AGING.

Establishes a two-year elder access pilot program in the Executive Office on Aging, to improve access to essential services and reduce wait times for seniors seeking public services through state and county government offices. Authorizes the Executive Office on Aging to enter into memorandums of agreement with the counties and other state agencies to implement the pilot program. Requires the Auditor to evaluate the pilot program. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM.

Expands eligibility for the Supplemental Nutrition Assistance Program to include any individual or household whose monthly income is equal to or less than three hundred per cent of the federal poverty level. Appropriates funds.

RELATING TO ENERGY RESILIENCY.

Requires full retail crediting for energy exports enrolled in grid services programs, whereby energy exported to the electrical grid past a participating customer-generator's point of common coupling from photovoltaic solar systems paired with battery storage as part of a utility-controlled grid service program would be credited at the full retail rate of electricity for the relevant time period. Effective 7/1/3000. (HD1)

RELATING TO HEALTH INSURANCE.

Prohibits a health insurer from requiring an insured diagnosed with stage two through stage five cancer to undergo step therapy prior to covering the insured for certain drugs prescribed by the insured's health care provider, under certain conditions.
