RELATING TO MEAT PROCESSING.

Requires the Department of Agriculture, in collaboration with other state agencies, to develop and implement a plan to expand the meat processing capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by non-profit food distribution services by 7/1/2025. RELATING TO BEACH PARK RESTORATION.

Appropriates funds for a grant-in-aid to the County of Hawaiʻi to hire an engineering firm to study, plan, assist, and conduct preliminary design and concept work for a two-phase project to restore the Kahaluu Beach Park in the County of Hawaiʻi. RELATING TO EDUCATION.

Appropriates funds to the Department of Education to contract with a qualified nonprofit organization to establish an aquatic safety education program for elementary school students and to establish one full-time equivalent position (1.0 FTE) to administer the program.

RELATING TO TOBACCO PRODUCTS.

Beginning 7/1/2026, amends existing law regarding preemption of local ordinances and regulations regulating the sale of cigarettes, tobacco products, and electronic smoking devices as a matter of statewide concern to clarify that the State's preemption power extends solely to the taxation of cigarettes, tobacco products, and electronic smoking devices and allows counties to adopt ordinances and regulations that regulate smoking or the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that governs smoking. Prohibits the counties from enacting an ordinance or a regulation that imposes a fee or tax on the sale of cigarettes, tobacco products, or electronic smoking devices. Effective 7/1/3000. (HD2)

RELATING TO MEDICAL CANNABIS.

Specifically authorizes a medical cannabis dispensary to purchase cannabis and manufactured cannabis products from another dispensary. Requires the Department of Health to adopt rules regarding medical cannabis products within a certain time. Effective 7/1/3000. (HD1)

PROPOSING AMENDMENTS TO ARTICLES VIII AND X OF THE CONSTITUTION OF THE STATE OF HAWAII TO AUTHORIZE THE LEGISLATURE TO ESTABLISH A SURCHARGE ON RESIDENTIAL INVESTMENT PROPERTY TO INCREASE FUNDING FOR PUBLIC EDUCATION.

Proposes amendments to the Hawaiʻi State Constitution to repeal the counties exclusive power to tax real property and authorize the Legislature to establish a state surcharge on real property taxation levied by the counties on certain residential investment properties for the purpose of helping to fund public education for all of Hawaiʻi's children and adults. RELATING TO THE SPECIAL LAND AND DEVELOPMENT FUND.

Authorizes the use of special land and development fund moneys to eradicate or mitigate invasive species and install and maintain safety improvements on improved lands that provide lease revenue to the Department of Land and Natural Resources and that have significant cultural or historic value.
