Authorizes the Department of Education to subsidize all tuition and mandatory fees for a resident student enrolled in a 4-year college campus of the University of Hawaii System with an education program or that offers an education degree for the semester or term that the student enrolls in a State-Approved Teacher Education Program under certain conditions. Amends the conditions, manner, and areas in which the Commission on Water Resource Management can declare and provide notice of water shortages and emergencies. Limits the duration of a water shortage declaration to ninety days. Limits water usage restrictions imposed on a permittee or owner and operator to twenty per cent of the permittee's or owner and operator's last reported monthly use. Requires CWRM to maintain a list of names and postal or email addresses of persons who request notification of a water shortage declaration and send them a copy of a notice of a water shortage declaration whenever water shortage is declared. Requires the University of Hawaii System to collect, analyze, and publicly report certain graduate outcome data. Requires and appropriates funds for the development and maintenance of a graduate outcomes dashboard. Requires the School Facilities Authority to establish geographically based capital improvement project districts for the localized management of capital improvement projects. Transfers all capital improvement project functions, funds, and vacant Facilities Development Branch positions from the Department of Education to the School Facilities Authority. Establishes penalties, including fines and liens, for an owner of residential real property's failure to remediate zoning violations. Requires, under certain conditions, county planning or permitting agencies to record the notice of violation as a lien on the property with the Bureau of Conveyances. Requires referral to the applicable county corporation counsel for foreclosure, subject to certain conditions, if the owner fails to satisfy certain conditions. Requires the applicable district or circuit court to hold a de novo review of penalties assessed for unaddressed residential real property zoning violations, including foreclosure, upon appeal by the affected residential real property owner. Requires release on recognizance for defendants charged with violations, traffic offenses, nonviolent petty misdemeanors, nonviolent misdemeanors, and nonviolent class C felonies, subject to conditions. Establishes exclusions for specified offenses, threats to public safety, and certain other circumstances. Requires findings when bail or detention is imposed, ongoing review of continued detention or conditions, and a prompt hearing if bail cannot be posted.
