RELATING TO CONDOMINIUMS.

Excludes a homeowner-developer from the annual requirement to file a developer's report and pay a fee if the homeowner's development consists of not more than two units, one in which the developer resides and one for which the initial sale of the other unit has been completed. RELATING TO THE GENERAL EXCISE TAX.

Exempts from the general excise tax amounts received by a hospital, infirmary, medical clinic, health care facility, pharmacy, or a medical practitioner for health care related goods and services purchased under Medicaid, Medicare, or TRICARE. Takes effect 12/31/2050. Sunsets 1/1/2026. (SD1)

RELATING TO EDUCATION FOR MENTAL HEALTH PROFESSIONALS.

RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE.

Requires the design of all new state building construction where parking is to be included to provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready. Requires the Hawaiʻi State Energy Office, in consultation with the Department of Accounting and General Services, to conduct a survey and identify certain high-priority state facilities. Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready. Requires a report to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds. Takes effect 7/1/2491. (SD1)

RELATING TO SEARCH AND RESCUE.

Repeals the existing conditions under which government entities may seek reimbursement for search or rescue expenses and instead requires a government entity of the State to impose and collect a fee for search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, with a sign giving notice of the closure. Requires a report or documentation of the search and rescue to be submitted to the Department of the Attorney General. Takes effect 7/1/2042. (SD1)

RELATING TO THE ENVIRONMENT.

Appropriates funds to the Department of Health for long-term monitoring of air quality for certain communities impacted by the August 2023 Maui wildfire, as well as support for research efforts to better understand the environmental concerns linked to urban fires, including funding for the establishment of permanent environmental health specialist IV positions. RELATING TO TAX CREDITS.
