RELATING TO HOUSING.

Beginning 1/1/2025, allows residential uses in areas zoned for commercial use to be considered permitted under certain circumstances. Requires, no later than 1/1/2025, each county to adopt or amend its ordinances to allow for adaptive reuse of existing commercial buildings in the county's building codes. (CD1)

RELATING TO CARE HOMES.

Increases the state supplemental payment ceilings for type I adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, certified adult foster homes, and type II adult residential care homes. Effective 10/1/2024. (SD2)

RELATING TO SOCIAL SERVICES.

Increases the monthly needs allowance for individuals living in certain long-term care facilities from $50 to $75. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal Supplemental Security Income Program. Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Clarifies the individuals who are eligible to receive the needs allowance. Takes effect 10/1/2024. (SD1)

RELATING TO THE SUNSHINE LAW.

Requires public meeting notices to inform members of the public how to provide remote oral testimony in a manner that allows the testifier, upon request, to be visible to board members and other meeting participants. Recognizes a board's authority to remove and block individuals who disrupt meetings. Takes effect 1/1/2025. (SD2)

RELATING TO THE SUNSHINE LAW.

Requires boards to make available for public inspection board packets, if created, at the time the board packet is distributed to board members but no later than two business days before the board meeting. Provides that public testimony may be distributed to board members before the board meeting. Requires boards to include in the notice to persons requesting notification of meetings, a list of the documents that were compiled by the board and distributed to board members before a board meeting for use at the meeting. Requires boards to post board packets on its website. (SD2)

RELATING TO OPEN MEETINGS.

Requires boards to schedule a meeting for deliberation and decision-making on a report by an investigative group at least six business days after the board meeting in which the investigative group presented the findings and recommendations of its investigation to the board. (SD2)

RELATING TO THE HAWAII TOURISM AUTHORITY.

Exempts the Hawaiʻi Convention Center from certain requirements regarding concessions on public property. Authorizes the Hawaiʻi Tourism Authority to sell or lease naming rights for the Hawaiʻi Convention Center facility. Facilitates advertising and marketing in and on the Hawaiʻi Convention Center facility. (CD1)

RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS.

Extends the State's deadline to achieve its energy-efficiency portfolio standards target from 2030 to 2045 and updates the standards. Requires the Public Utilities Commission to establish interim goals for electricity use reduction to be achieved by 2030, 2035, and 2040. Authorizes the Public Utilities Commission to adjust the 2045 and interim standards. Takes effect 1/1/2060. (SD2)
