URGING THE DEPARTMENT OF LAND AND NATURAL RESOURCES AND OTHER STATE AGENCIES TO WORK WITH COMMITTED COMMUNITY GROUPS TO CO-STEWARD COMMUNITY FORESTS LOCATED ON PUBLIC LANDS FOR THE BETTERMENT OF THE STATE'S FORESTS AND COMMUNITIES.

Maddy summaryThis is a House Resolution (not a bill), urging Hawaii's Department of Land and Natural Resources and other state agencies to collaborate with community groups on managing community forests located on public lands. It calls for shared stewardship of these forests - such as those in state parks, school grounds, and neighborhoods - to improve forest health and community well-being. The resolution highlights benefits like cleaner air, economic support for local businesses, and alignment with traditional Hawaiian practices, but does not create new legal requirements.

REQUESTING HAWAII'S CONGRESSIONAL DELEGATION TO PETITION THE UNITED STATES DEPARTMENT OF AGRICULTURE TO ADDRESS THE LACK OF PARITY BETWEEN HAWAII AND OTHER STATES AND TERRITORIES PERTAINING TO THE EXPORT OF AGRICULTURAL GOODS.

Maddy summaryThis House Resolution (HR 26) requests Hawaii's congressional delegation to ask the U.S. Department of Agriculture (USDA) to address unequal export rules for Hawaiian agricultural products. It highlights that Hawaii faces longer delays than other states in getting USDA approval to export items like cut flowers and produce, as its petitions for new exports are treated the same as foreign countries' requests and often deprioritized. This delay severely restricts Hawaiian growers' ability to sell their goods, forcing them to wait years or decades for authorization. The resolution does not change laws but formally asks Congress to advocate for Hawaii's agricultural sector to achieve parity in USDA export processes.
