RELATING TO WORKFORCE DEVELOPMENT.

Establishes the state youthBuild Program to assist non-profit and public entities in applying and qualifying for federal YouthBuild Program grants. Authorizes the department of labor and industrial relations to award grants eligible non-profit or public entities to meet the matching funds requirement for federal YouthBuild grant awards. RELATING TO PROCUREMENT.

Requires procurement officers to complete past performance evaluations of contractors. Requires past performance to be considered in all sole source procurement and any competitive contracts that exceeds the small purchase threshold. Establishes an initial procurement working group that will evaluate and make recommendations to the legislature about the effectiveness of existing procurement methods. Requires the development and implementation of a statewide past performance database. Appropriates funds. Effective 1/1/2050. (SD1)

RELATING TO PROSTITUTION.

Permits persons convicted of certain prostitution offenses to file a motion to vacate the conviction if the defendant is not convicted of another offense under the Penal Code within three years of the prostitution offense. (SD1)

RELATING TO DERELICT VEHICLES.

Requires, as a prerequisite for a vehicle to be deemed derelict, that the removal of a part must render the vehicle inoperable. Includes vehicles valued at less than $1,000 in the list of derelict vehicles that may be removed by a county or Hawaii Public Housing Authority. Effective 1/28/2081. (SD1)
