RELATING TO SEXUAL VIOLENCE.

Extends the amount of time from the date an act of child sexual abuse occurred for a victim to bring a civil cause of action.

RELATING TO URBAN REDEVELOPMENT.

Authorizes a local redevelopment agency to contract with a developer for construction of non-residential projects on public land within a redevelopment area. Exempts the costs of construction of work or improvements of a redevelopment project from general excise and use taxes.

RELATING TO BULLYING.

Requires the Department of Education to establish a Bullying Prevention and Response Action Plan. Requires the Board of Education or Department of Education to submit an annual report to the Legislature on the Action Plan and reported incidents of alleged bullying and harassment.

RELATING TO ENVIRONMENTAL SUSTAINABILITY.

Establishes a reusable utensil pilot project in Department of Education schools on Molokai. Requires the Department of Education to report to the legislature on the feasibility of statewide implementation. Appropriates funds.

RELATING TO EMERGENCY ACCESS TO SHELTER.

Prohibits public establishments from denying shelter to any person when an emergency alert advises the public to immediately seek shelter. Clarifies that any remuneration paid to owners of private property for services or incidental commodities during the disaster does not void the exemption from civil liability afforded to these owners except where owners increase the sale price of any service or incidental commodity. RELATING TO ENVIRONMENTAL PROTECTION.

Establishes penalties and fines for the knowing capture, taking, possession, abuse, entanglement, or killing of sharks in state marine waters. Expands existing prohibition on knowingly capturing or killing manta rays to include all rays and to include taking, possession, abuse, and entanglement of rays.
