RELATING TO CIVIL LEGAL SERVICES.

Establishes and appropriates funds for the Hawaii Legal Aid Interagency Roundtable to facilitate cooperation between various state agencies regarding civil legal services and access to justice. RELATING TO FREE SPEECH.

Requires each campus of the University of Hawaii to establish a free speech policy that includes a process for students to report alleged violations of free speech rights. Requires the policy to be disseminated to certain employees and be included in the campus's student handbook, student orientation program, and website. Requires annual report summarizing any complaints alleging violation of free speech rights.

RELATING TO STATE BUILDING CONSTRUCTION.

Requires all state building construction that uses concrete to use post-industrial carbon dioxide mineralized concrete unless use of these materials will increase costs or delay construction. (HB1282 HD1)

RELATING TO HEALTH.

Adds specific requirements to Hawaii's sexuality health education law. Requires the Board of Education to collaborate with the Department of Education and the Sexuality Health Education Working Group to provide curricula information to the public. Requires students to be excused from the provided instruction upon written request by a parent or guardian. Establishes the Sexuality Health Education Working Group.

RELATING TO LAND USE.

Requires DLNR to administer State wildlife and wildlife resources using cooperative resource management strategies. Prohibits closures of certain game, sanctuary, and hunting areas unless DLNR makes findings based on scientific data and notifies the Game Management Advisory Commission. (HB1122 HD1)

RELATING TO PRETRIAL RELEASE.

Requires courts to order any person charged with a criminal offense to be released on personal recognizance or on the execution of an unsecured bond, unless the person is unlikely to appear for trial. Requires the Judiciary to establish statewide court appearance reminder system. (HB1436 HD1)

RELATING TO LITTER CONTROL.

Establishes a statewide anti-littering public education and awareness campaign to be administered by the Hawaii Tourism Authority. Authorizes the Hawaii Tourism Authority to enter into contracts and agreements relating to a statewide anti-littering public education and awareness campaign. Establishes a pilot program for the Hawaii Tourism Authority to assume management of the Department of Transportation's Adopt-A-Highway program in certain geographic areas. Appropriates funds.

RELATING TO CONSERVATION DISTRICT PERMITS.

Specifies that, for purposes of emergency permits to alleviate coastal erosion in a conservation district, a land use shall be considered to be immediately threatened by coastal erosion that occurs within forty feet of the land use or that will threaten any structure in less than six months.
