Beginning January 1, 2022, requires all residential dwellings that are serviced by gas utilities to be constructed with gas detection systems installed. Requires sellers of residential real property to provide notice of the potential hazards of gas appliances.
Allows the HHFDC to enter into public private partnerships with private sector entities to build affordable housing and reserves a portion of the housing units for the exclusive use of the employees of the private sector entity partner.
Requires public contractors to post a post-performance bond to cover the State's costs of curing construction defects discovered within 10 years after the completion of the contract. Requires the contractor to fully pay for the bond prior to the completion of the contract.
Appropriates funds to DOE for an experimental modernization project to address pay compression issues amongst teachers.
Expands authorized expenditures from the Hawaii green infrastructure special fund to include energy-efficient air conditioning. Appropriates funds and authorizes the department of education to borrow funds from the green infrastructure loan program for heat abatement.
Establishes the early childhood education scholarship program within the University of Hawaii to assist students with school tuition in return for a service commitment to teach in a preschool classroom of the executive office on early learning public prekindergarten program. Appropriates funds.
Amends the definitions of "certificate of disability" and "person with a disability" to allow a person with a disability that does not limit or impair the ability to walk and needs special accommodations to enter and exit their vehicle to be issued a disability parking permit.
Amends certain requirements for the state low-income housing tax credit by: changing the tax credit allocation for partnerships; amending filing requirements for tax credit claims; and specifying that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and passive activity loss do not apply with respect to claims for the credit.
