RELATING TO PRETRIAL RELEASE.

Establishes a presumption that a person charged with a crime is entitled to unconditional release unless proven otherwise. Requires the consideration of nonfinancial conditions of release before bail is ordered.

RELATING TO GRANTS.

Authorizes the Department of Human Services and Department of Health to appoint an existing employee to apply for and manage grants, request grant writing assistance from other state agencies, or contract or employ a dedicated capture manager for this purpose. RELATING TO CHILD VISITATION.

Requires a finding that denial of reasonable grandparent visitation rights would cause significant harm to a child as a condition of awarding grandparent visitation rights. Clarifies procedures for an order awarding reasonable grandparent visitation rights. Specifies that a violation of the terms and conditions of the order is punishable as contempt of court.

RELATING TO WELLNESS.

Establishes a temporary Office of Wellness and Resilience within the Office of the Governor. Authorizes the Office to address issues and implement solutions to improve wellness and resilience, including issues and solutions identified by the Trauma-Informed Care Task Force. RELATING TO CONTRACTOR PRACTICES.

Prohibits contractors from offering to pay insureds' property or casualty insurance deductibles as incentives to induce the insureds to hire the contractors. Allows insureds to rescind contracts with the contractors within five business days after the date the contract is executed. Requires contractors to provide certain forms to an insured, prior to entering into a contract. Prohibits contractors from representing or negotiating, or offering or advertising to do so, on behalf of an insured in an insurance claim. Specifies violations are unfair methods of competition and unfair or deceptive acts or practices.

RELATING TO THE NURSING WORKFORCE.

Appropriates funds to support Hawaii's nursing workforce and address the nursing workforce shortage by increasing University of Hawaii nursing faculty positions, providing education grants to qualified students who represent underrepresented persons in nursing, and providing greater training and development for nurses.

RELATING TO YOUTH.

Establishes a grant program within the Office of Youth Services. Gives priority to programs that support youth from ethnic groups that are disproportionately represented in the State's correctional system, support rehabilitation, or meet needs identified by the Office of Youth Services in consultation with the community.
