Makes owners and operators of golf courses and driving ranges strictly liable for property damage to surrounding residential properties caused by golf balls hit by patrons of the golf course or driving range unless the owners and operators can show they took reasonable steps to prevent golf balls from leaving the golf course or driving range.
Establishes expedited county approvals for district boundary amendments for affordable housing projects on land areas fifteen acres or less. Requires consultation with the Hawaii community development authority for affordable housing development within designated community development districts. Effective 7/1/2050. (HD1)
Requires that a current GET license number for any rental income be filed with the complaint to the court for summary possession proceedings. Requires the judiciary to submit an annual list of certain information regarding summary possession cases to the department of taxation.
Establishes a collective bargaining unit for graduate assistants employed by the University of Hawaii.
Increases the percentage of royalties received by the State from geothermal resources that are to be paid to the county in which the geothermal resources are located. Requires the royalties paid to a county to be used for further geothermal resources discovery and development. Requires the county to submit an annual report to the legislature. Effective 7/1/2100. Requires DLNR to conduct a point-in-time count of feral cats per island by 6/30/23. Requires the invasive species council to develop and implement a program to effectively reduce the feral cat population in the State by 12/31/25. Appropriates funds.
Establishes the 2022 illegal fireworks task force within the department of the attorney general to develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control law; and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the legislature.
Requires the Public Utilities Commission to develop an estimated social cost of carbon; each regulated electric and gas utility to use the estimated social cost of carbon in the utility's respective integrated resource planning process; and the State to consider the estimated social cost of carbon in planning new infrastructure and capital improvement projects. Requires the office of planning and sustainable development to conduct a study of the suitability of the State's current soil overall (master) productivity rating system classified by the land study bureau's detailed land classification.
