RELATING TO KUPUNA HOUSING.

Temporarily expands the state rent supplement program to specifically target qualified individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Requires HPHA to submit annual reports to the legislature. Appropriates funds. Repeals 6/30/2026. Effective 7/1/3000. (HD1)

RELATING TO THE STATE ARCHIVES.

Expands the uses for the state archives preservation and long-term access special fund from the preservation of and long-term access to government records only, to include photographic, phonographic, and audio-video records and collections that have a unique historical value or are related to Hawaii's diverse ethnic and indigenous cultures. Establishes additional funding sources for, and authorizes additional expenditures of moneys from, the state archives preservation and long-term access special fund. Appropriates moneys. RELATING TO YOUTH FEES AND FINES.

Prohibits the assessment of any fees, fines, or costs against a person who was adjudicated for an offense committed while the person was a minor under the age of eighteen, or against the person's parent or guardian. Limits court ordered community service for minors to seventy-two hours. Repeals the statewide curfew for minors and certain penalties related to minors and dance halls. Effective 6/30/3000. (HD2)

RELATING TO ORGANIC WASTE.

Requires each county to incorporate into its next integrated solid waste management plan revision a plan to divert all organic waste produced within the county by facilities generating more than a certain amount of organic waste per year. Appropriates funds to reimburse the counties for incorporation of the new requirement into their plan revisions.
