Establishes permitting and education requirements for pharmacists performing certain diagnostic tests or tests waived pursuant to the Clinical Laboratory Improvement Amendments of 1988 (CLIA). Expands the definition of "practice of pharmacy" to include the ordering and collection of specimens for certain diagnostic-related or CLIA-waived tests. Effective 6/30/3000. (HD2)
Clarifies that public charter school teachers and other personnel employed by public charter schools under the same pay schedule are included in collective bargaining unit (5). Effective 6/30/3000. (HD1)
Increases the state earned income tax credit from twenty to twenty-five percent of the federal earned income tax credit.
Allows parties aggrieved by an order of the Hawaiʻi Paroling Authority to appeal to the intermediate appellate court within 90 days of issuance and service of the order fixing the minimum term of imprisonment. Establishes the standard of judicial review for an order of the Hawaiʻi Paroling Authority.
Establishes the natural resource management commission and special fund. Repeals the allocation of transient accommodations tax revenues to the special land and development fund. Allocates transient accommodations tax revenues to the natural resource management special fund. Appropriates funds from the natural resource management special fund for the purposes of the fund and administrative, office, and staffing expenses.

Establishes the Hawaiʻi cannabis regulatory authority, which shall have oversight over the personal use of cannabis. Legalizes and regulates the personal use of small amounts of cannabis. Regulates the cultivation and sale of small amounts of cannabis. Transfers certain regulatory powers regarding medical cannabis dispensaries to the Hawaiʻi cannabis regulatory authority. Establishes provisional or associate level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances. Allows psychologist license applicants to take licensing examinations before completing other requirements.
Prohibits the State from denying or interfering with a patient's right to choose to obtain an abortion or to terminate a pregnancy if the termination is necessary to protect the life or health of the patient. Repeals a criminal penalty for violations of certain abortion provisions. Clarifies that advanced practice registered nurses may provide abortion care. Clarifies that physicians, osteopathic physicians, and advanced practice registered nurses may administer a medication abortion via telehealth for a patient residing in the State.
