Establishes the criminal offense of unlawful shipment of tobacco products. Amends the definition of "tobacco products" under the Cigarette Tax and Tobacco Tax Law to include electronic smoking devices and e-liquids. Increases the license fee for persons engaged as wholesalers or dealers of cigarettes and tobacco products and the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Repeals state laws that establish and govern the Electronic Smoking Device Retailer Registration Unit within the Department of the Attorney General; provisions of the Cigarette Tax and Tobacco Tax Law that govern delivery sales; and state law governing smoking that preempts and voids local ordinances and regulations conflicting with state law. Provides scholarships for the unmet direct cost needs of qualified students at any four-year University of Hawaiʻi campus who meet certain eligibility criteria. Makes an appropriation for the Hawaiʻi promise program. Effective 6/30/3000.
Amends the dispensary program licensing fee structure. Adds or clarifies signage, manufactured cannabis product, packaging, escort, and background check requirements for the medical cannabis dispensary program. Establishes annual reporting requirements to increase public transparency regarding the medical cannabis registry program. Makes various housekeeping amendments.
Requires original equipment manufacturers of digital electronic equipment to make documentation, parts, and tools available to independent repair providers and owners for the purposes of diagnosis, maintenance, and repair on fair and reasonable terms. Excludes certain manufacturers, dealers, distributors, and importers of certain motor vehicles or motor vehicle equipment, all-terrain sports vehicles and motorcycles, heavy construction equipment, and medical equipment valued at or over $100,000.
Authorizes naturopathic physicians to provide written certifications to qualified patients for the medical use of cannabis.
Appropriates funds and establishes one Pacific youth programs coordinator position within the Department of Human Services Office of Youth Services. Effective 6/30/3000. (HD1)
Establishes a two-year water neutrality turf replacement pilot program in the county of Maui department of water supply to provide financial incentives to replace irrigated turf with turf or other plants that use less water. Authorizes the department of education to stock bronchodilators for emergency use during respiratory distress and authorize department employees to volunteer to administer bronchodilators. Effective 6/30/3000. (HD2)
Requires state participation in the multistate Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multistate licensure privilege in each party state.
