RELATING TO EARLY LEARNING OPPORTUNITIES.

Requires the Department of Human Services to establish a Child Care Accreditation Program to assist licensed and registered child care providers in obtaining accreditation. Authorizes the use of the Child Care Grant Program Special Fund for Child Care Accreditation Program grants. Makes the accreditation requirement for service providers receiving funds from the Preschool Open Doors Program voluntary. Appropriates funds for the Child Care Accreditation Program, including funding for the establishment of one full-time equivalent (1.0 FTE) position. Appropriates funds into and out of the Child Care Grant Program Special Fund for the Child Care Accreditation Program. Effective 6/30/2050. (SD1)

RELATING TO THE STATE ARCHIVES.

Expands the uses for the state archives preservation and long-term access special fund from the preservation of and long-term access to government records only, to include photographic, phonographic, and audio-video records and collections that have a unique historical value or are related to Hawaiʻi's diverse ethnic and indigenous cultures. Establishes additional funding sources for, and authorizes additional expenditures of moneys from, the state archives preservation and long-term access special fund. Appropriates moneys. RELATING TO REPRODUCTIVE HEALTH CARE.

Explicitly provides that a patient has a right to choose to obtain an abortion, or terminate a pregnancy if the termination is necessary to protect the patient's life or health. Repeals criminal penalties for violations of certain abortion provisions. Clarifies which health care providers may provide abortion care.

RELATING TO TAXATION.

Amends the income tax credit for expenses for household and dependent care services necessary for gainful employment by increasing the taxpayer's applicable percentage of employment-related expenses and dollar limit on amounts creditable that constitute the tax credit. Requires the department of taxation to make annual adjustments for inflation to the adjusted gross income thresholds and dollar limits on amounts creditable. Applies to taxable years beginning after 12/31/22.

RELATING TO THE GENERAL EXCISE TAX.

Reduces, then later exempts, the tax collected on the sale of groceries that are eligible under the supplemental nutrition assistance program or special supplemental nutrition program for women, infants, and children, regardless of the means of purchase and the program eligibility of the purchaser. Reduces, then later exempts, the tax collected for the sale of nonprescription drugs.
