RELATING TO COFFEE LABELING.

Expands the coffee labeling and advertising requirements to include ready-to-drink coffee beverages and inner packages and inner wrapping labels. Requires disclosure on the label of coffee blends of the respective geographic and regional origins and per cent by weight of the blended coffees. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee or instant coffee not produced entirely from green coffee beans grown and processed in Hawaiʻi.

RELATING TO EDUCATION.

Requires the School Facilities Authority to consider establishing preschool classrooms in or near hotels, office buildings, and other urban areas with high centers of employment, with consideration given to the locations convenient for parents. Authorizes the School Facilities Authority to provide matching funds for preschool construction.

RELATING TO COURT-APPOINTED ATTORNEYS.

Requires the court to appoint counsel to indigent parents upon the filing of a petition for custody or family supervision and make every effort to do so at the first hearing attended by the parents.

RELATING TO EDUCATION.

Requires the department of education to fully implement the farm to school program and farm to school meals program by the 20242025 school year. Provides that complex area superintendents have the authority to implement the farm to school and farm to school meals programs. Requires certain school cafeteria supervisors to report directly to complex area superintendents. Establishes school cafeteria supervisor positions. Requires the office of talent management of the department of education to conduct a compensation review of school cafeteria supervisor positions. Appropriates funds. Effective 7/1/3000. (HD2)

RELATING TO EDUCATION.

Beginning with the 2024-2025 school year, requires the department of education to include financial literacy in the personal transition plan requirement for each student. RELATING TO AQUATIC RESOURCES.

Expands the department of land and natural resources' rulemaking authority to include any rule deemed necessary to protect certain aquatic life. Expands the board of land and natural resources' authority to temporarily adopt, amend, or repeal certain natural resource rules by formal action at a publicly noticed meeting if the board finds that such adoption, amendment, or repeal is necessary to implement effective and adaptive management measures in response to new or previously benign aquatic nuisance species, in light of newly available technology, or in light of newly available data. Creates new fines for violations of rules pertaining to the department's prevention of or response to previously benign aquatic nuisance species. Effective 6/30/3000. (HD1)

RELATING TO JURORS.

Clarifies that a prospective juror is disqualified to serve as a juror if they have been convicted of a felony and have not been finally discharged, in addition to not being pardoned.
