Requires the Department of Education to authorize and facilitate complex areas or individual public schools to form their own farm to school meal programs through partnerships to meet the local farm to school meal goal of thirty per cent of food served in the school to consist of locally sourced products by 2030. Allows the Department of Education to establish a plant-based meal program no later than the 2026-2027 school year. Effective 7/1/3000. (HD1)

Requires the State Council on Developmental Disabilities to collect data and submit to the Legislature a report focused on the health disparities experienced by individuals with intellectual or developmental disabilities in the State prior to the convening of the Regular Session of 2027. Appropriates funds.
Requires all accident and health or sickness insurers, mutual benefit societies, and health maintenance organizations operating in the State to adopt policies, procedures, and criteria for approving or denying requests for prior authorization that are the equivalent to the guidelines for prior authorization established by Medicare.
Establishes certain minimum registered nurse-to-patient staffing requirements for hospitals. No later than 9/1/2025, requires hospitals to create hospital registered nurse staffing committees. Beginning 7/1/2026, requires hospitals to implement registered nurse staffing plans. Appropriates funds.
Authorizes physicians to practice at organized ambulatory health care facilities even if the physician does not have hospital privileges at a licensed hospital in the same geographic location as the ambulatory facility. Provides that a written transfer agreement is not required to transfer a patient from an organized ambulatory health care facility to a licensed hospital.
Requires gas utilities to file a proposed initial renewable gas tariff or tariffs with the Public Utilities Commission by August 31, 2025. Requires the Public Utilities Commission to approve or modify a renewable gas tariff within six months of receiving a proposed renewable gas tariff. Effective 7/1/3000. (HD1)
Specifies that adjustments required to compensate for certain unavoidable increases in financing costs, if proven by a producer of nonfossil fuel generated electricity by clear and convincing evidence, are mechanisms for reasonable and appropriate incremental adjustments that the Public Utilities Commission may include in the rate payable to the producer. Part I: Establishes requirements for kauhale projects, including reporting requirements by the Statewide Office on Homelessness and Housing Solutions (OHHS). Requires the Auditor to conduct a management and performance audit of the kauhale initiative. Appropriates funds for the continued operation of the kauhale initiative. Part II: Establishes the Ohana Zones Program as a permanent program within OHHS. Appropriates funds to DHS for the continued implementation of the Ohana Zones Pilot Program. Part III: Requires OHHS to submit a report every four months to the Legislature detailing the expenditure of funds appropriated toward the kauhale and ohana zones initiatives and conduct a comprehensive needs assessment. Part IV: Changes references to the Governor's Coordinator on Homelessness to "Coordinator on Homelessness". Specifies that the Coordinator on Homelessness shall report directly to the Director of Human Services. (CD1)
Beginning 7/1/2026, authorizes the State Historic Preservation Division to contract its review of proposed state projects and projects affecting historic properties to third-party consultants under certain circumstances. Establishes requirements for qualified third-party consultants providing review services. Requires the project proponent to pay the reasonable fee requirements of the third-party consultant. Requires the Department of Land and Natural Resources to publish a draft of its proposed rules and later present its proposed final rules to the Board of Land and Natural Resources. Makes the Safe Spaces for Youth Pilot Program permanent within the Office of Youth Services. Requires the program to collaborate with certain state and county departments. Authorizes the Office of Youth Services to contract with nonprofit organizations to provide shelters for homeless youth or young adults. Requires annual reports to the Legislature.
