Prohibits the construction, modification, or expansion of any waste or disposal facility on land that is near or above a significant aquifer as determined by the Department of Health. Reduces the required buffer zone around waste or disposal facilities.

Codifies and makes permanent the Hawaii Carbon Smart Land Management Assistance Program under the Department of Land and Natural Resources. Appropriates funds. Effective 7/1/3000. (HD1)
Effective 7/1/2027, establishes the Environmental Stewardship Fee Program within the Department of Land and Natural Resources, through which the Department will collect a fee from visitors for a license to visit a state park, forest, hiking trail, or other state natural area. Establishes the Environmental Stewardship Fee Special Fund effective 7/1/2025. Allocates a certain amount of transient accommodations tax revenues to the special fund. Requires report to the Legislature on strategic plan and timetable for objectives and implementation of the environmental stewardship fee program. Appropriates funds for the environmental stewardship fee strategic plan and positions for the Environmental Stewardship Fee Program.
Transfers the Hawaii Child Nutrition Programs Agency from the Department of Education to the Department of Agriculture and codifies its establishment. Establishes a grant program to be administered by the Agency to support the funding of certain initiatives for the State's public schools. Appropriates funds for grants. Effective 7/1/3000. (HD2)
Amends the environmental response, energy, and food security tax to address carbon emissions. Incrementally increases the tax rate over time. Establishes a refundable tax credit to mitigate the effect of a carbon emissions tax on taxpayers. Reenacts the agricultural development and food security special fund. Requires reports to the Legislature.
Authorizes the issuance of general obligation bonds and appropriates funds for the development of a controlled-environment agriculture research and demonstration facility at the Magoon research and teaching site in Manoa, Oahu. Effective 7/1/3000. (HD1)
Requires the Department of Budget and Finance to enter into step-in agreements for payment obligations arising under certain power purchase agreements. Establishes the Power Purchase Costs Trust Fund. Establishes that money collected from on-bill charges for power purchase agreements and money received from a surcharge supporting a reserve account that are deposited in the Trust Fund shall be held in trust by the State, and that independent power producers shall hold a beneficial interest in the moneys to the extent of the amounts owed under the covered power purchase agreements. Appoints, authorizes, and empowers an electric utility to serve as the billing, collection, and payment agent of the Department of Budget and Finance in the service of performing step-in agreements. Requires the Department of Agriculture to revitalize and enhance the Agricultural Statistics Program to collect data on local agricultural interests. Appropriates funds. Effective 7/1/2050. (SD1)
Prohibits the resetting of lease rents for long-term commercial leases above a level that is economic for the lessee's actual use of the property. Requires that a lessee whose long-term commercial lease has been terminated be compensated for the value of buildings, infrastructure, and businesses created by the lessee that will be retained by the lessor. Allows a lessee the right to purchase the property at fair market value.
Creates a School Psychologists Working Group within the Department of Education to recommend actionable steps or propose legislation for an immediate pathway to licensure for school psychologists that can be acted upon in 2026. Requires a report to the Legislature. Takes effect 7/1/2050. (SD1)
