RELATING TO CESSPOOLS.

Requires upgrade, conversion, or sewer connection of all cesspools in the State before 2050 unless exempted. Broadens eligibility criteria for tax credit to offset costs. Requires the Department of Health to investigate existing cesspools, assess incentive programs, and report to the Legislature. (HB1244 CD1)

RELATING TO GENERAL OBLIGATION BONDS.

Prohibits the issuance of GO bonds to finance the repair and maintenance of a capital asset where the repair or maintenance costs incurred add value to and prolong the life of the asset for a period of less than 10 years. Requires the Director of Finance to set a maturity date of not more than 10 years when issuing GO bonds to finance the repair and maintenance of a capital asset where the repair or maintenance costs incurred add value to and prolong the life of the asset for a period of 10 years or more. RELATING TO TAXATION.

Establishes a state earned income tax credit. Changes income tax rates after 12/31/17. Repeals the sunset date for amendments made to the refundable food/excise tax credit by Act 223, SLH 2015. (HB209 CD1)

RELATING TO THE STATE BUILDING CODES.

Requires the State Building Code Council to adopt codes or standards within two years of official publication, otherwise automatic adoption into Hawaii State Building Code will occur until such adoption is effectuated. Deletes requirement for Council adoption of new model building codes within 18 months of official publication date. Authorizes Council to receive private funds for code adoption. RELATING TO KUPUNA CARE.

Authorizes the Executive Office on Aging to establish the Kupuna Caregivers Program to assist community members in obtaining care for elders while remaining in the workforce. Clarifies the kupuna service and support options provided by area agencies on aging within the program. Appropriates funds for establishing and implementing the Kupuna Caregivers Program. RELATING TO HOMEOWNERS' ASSOCIATIONS.

Expands the law on planned community associations to apply to certain homeowners' associations. Clarifies that if a proxy is a standard proxy form authorized by an association, and the proxy is returned with no box checked or more than one box checked, the proxy shall be counted for quorum purposes only. RELATING TO LAND.

RELATING TO COFFEE BERRY BORER BEETLE.

Extends the sunset date for the Coffee Berry Borer Pesticide Subsidy Program until June 30, 2021, for the purchase of pesticides containing Beauveria bassiana to combat the coffee berry borer. Provides that no single coffee grower shall receive more than $6,000 per year in subsidies between June 30, 2018, and July 1, 2021. (HB186 CD1)
