Requires motor vehicle tire retailers to collect a refundable tire disposal deposit for each tire sold.
Requires the Department of Education to authorize private flight schools that: (1) are physically present in the State; (2) are certified by the Federal Aviation Administration; (3) offer flight instructor certificates; (4) request authorization; and (5) meet other requirements established by the rules of the Department. Creates a comprehensive public funding program for candidates for election to the state House of Representatives. Repeals those candidates' eligibility for partial public funding under the existing partial public funding program. Appropriates funds to the Campaign Spending Commission.
