Excludes for state income tax purposes a portion of income earned by farmers who grow or raise food or value–added food products and whose annual gross income does not exceed a certain amount. Applies to taxable years beginning after 12/31/2017. (SD1)
Clarifies the definition of "bicycles" for purposes of county vehicular taxes, highway safety laws, statewide traffic code, and bicycle laws by adding "low-speed electric bicycles" and defining low-speed electric bicycles. Excludes low-speed electric bicycles from the definitions of "moped", "motor vehicle", and "vehicle". Prohibits low-speed electric bicycle riding on all sidewalks.
Prohibits the Chairperson of BLNR from adopting any rule with respect to a small boat harbor where a marine fueling station has been established that requires the exclusive fueling of vessels from that station only.
Authorizes drivers to use streaming music services through mobile electronic devices while driving.
Phases out the county allocation of transient accommodations tax revenues over a 3-year period. Implements new income tax brackets and rates over a 3-year period. Doubles the amount of the personal exemption. Places limitations on claims for itemized tax deductions. (HB1586 HD1)
Requires the PUC to establish performance incentive mechanisms that directly tie electric utility revenues to the utility's achievement on performance metrics. Allows the PUC to delay implementation until no later than January 1, 2020. (HB1283 HD1)
Prohibits the use of polystyrene food and beverage containers in state-owned and state-run buildings and facilities beginning 1/1/2020. Requires that food and beverages be packed in compostable containers. Prohibits new contracts to purchase polystyrene food or beverage containers beginning 1/1/2018.
Establishes requirements, restrictions, and implementation timelines for body-worn cameras and vehicle cameras for county police departments. Appropriates funds to the Attorney General to distribute to each county for the purchase of body-worn and vehicle video cameras subject to dollar-for-dollar match by the county. Requires reports to the Legislature.
Permits a driver of a vehicle to make a right turn from the shoulder of a roadway with a speed limit of forty-five miles per hour or higher under certain conditions and it is reasonably safe to turn.
