RELATING TO AFFORDABLE HOUSING.

Exempts affordable housing units acquired, developed, financed, or rehabilitated by qualified nonprofit housing trusts from the use restrictions and the 10-year owner-occupancy, 10-year buyback, owner qualifications, and shared appreciation equity requirements if the qualified nonprofit housing trust establishes owner-occupancy and buy-back restrictions approved by the Hawaii Housing Finance and Development Corporation. RELATING TO LAW ENFORCEMENT.

Prohibits state law enforcement agencies from complying with federal immigration detainers or honoring requests for non-public information unless specifically required to do so by a warrant signed by a judge or provisions of federal, state, or local law. (HB1994 HD2)

RELATING TO EDUCATION.

Creates and appropriates funds for Erin's Law Task Force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, and report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age appropriate curricula. RELATING TO BROADBAND INTERNET ACCESS.

Regulates broadband internet service providers to ensure a free and open Internet. Establishes a task force to examine the costs and benefits of creating a state-owned public utility company to provide broadband internet service. (HB1995 HD1)

RELATING TO HEALTHCARE PRECEPTOR TAX CREDITS.

Allows advanced practice registered nurses, physicians, dentists, psychologists, pharmacists, and social workers to receive tax credits for acting as preceptors in volunteer-based supervised clinical training rotations provided to eligible students that enable the students to obtain an eligible healthcare professional degree or certificate. Establishes the Preceptor Credit Assurance Committee to issue certificates to volunteer preceptors upon verifying that the volunteer preceptors meet the requirements of the tax credit. (HB1967 HD2)

RELATING TO ENVIRONMENTAL PROTECTION.

Establishes a Hawaii Beach Preservation Special Fund. Authorizes the DLNR to expend moneys from the Special Fund to acquire lands for beach preservation with prior authorization of the Legislature. Creates a working group within the Hawaii Climate Change Mitigation and Adaptation Commission to determine appropriate funding mechanisms for the Special Fund. Establishes a three-year North Shore Oahu Pilot Program under DLNR to explore managed retreat options. Appropriates funds. (HB2468 HD2)

RELATING TO HEALTH.
