RELATING TO GRANTS.

Allows an organization to qualify for grants under chapter 42F, Hawaii Revised Statutes, if the organization is registered with the department of commerce and consumer affairs and in possession of a valid certificate of vendor compliance issued by the State. Effective 7/1/2050. (HD1)

RELATING TO COUNTY ZONING ORDINANCES.

Prohibits the counties from requiring, as part of a county zoning ordinance or county rule, a developer with more than one residential unit to obtain the approval of any state agency unless that approval is expressly required by law. (SD1)

RELATING TO LICENSING.

Allows a person who: is married to an active duty member in the National Guard, military reserves, or armed forces; accompanies his or her spouse on a permanent change of station to Hawaii; and holds a current, unencumbered license in another jurisdiction in specific professions to apply for licensure on an expedited basis in the State of Hawaii. RELATING TO FIREWORKS.

Specifies that certain violations of the Fireworks Control Law shall be considered an activity that causes air pollution under the Hawaii Air Pollution Control Act and a violation of noise control rules under the Hawaii noise pollution laws, and punishable by civil penalties and subject to citations under those respective laws. RELATING TO TRANSIENT ACCOMMODATIONS.

Requires any advertisement for a transient accommodation or resort time share vacation interest, plan, or unit to include the general excise license number and short-term rental permit number of the operator or plan manager.

RELATING TO LAND AND NATURAL RESOURCES.

Authorizes the board of land and natural resources to adopt, amend, and repeal administrative fee schedules without regard to chapter 91, Hawaii Revised Statutes. Removes the limitation on specific types of wastewater systems to which cesspools must be upgraded or converted, and instead requires a cesspool to be upgraded or converted to a wastewater system approved by the department of health, prior to 1/1/2050.
