Establishes noise generated by helicopters in excess of a certain decibel level constitutes a public nuisance and a source of noise pollution in violation of the State's noise pollution law. Establishes fines and a private right of action for individuals to sue helicopter owners and operators for committing a public nuisance.

Requires the Hawaii housing finance and development corporation to establish the kauhale program to provide individual or shared micro housing units and services to homeless individuals and families who meet the definition of chronically homeless or are currently homeless. Legalizes, regulates, and taxes cannabis and manufactured cannabis products for responsible, adult use. Exempts sales of cannabis and manufactured cannabis products for medical use from the general excise tax. Clarifies that qualifying out-of-state patients have the same rights and privileges under the medical cannabis law. Allows qualifying out-of-state patients to cultivate medical cannabis.
Requires the department of agriculture to submit an annual report to the legislature on pesticide inspections and compliance investigations, including location, type, and enforcement action taken, conducted in the preceding year. For the first violation of the pesticide law by commercial and private pesticide applicators, eliminates the written warning penalty prior to imposition of stricter penalties. Increases monetary fines for pesticide violations.

Appropriates $75,000,000 to the Department of Hawaiian Home Lands for infrastructure.
Establishes a 1-year pilot program within the Department of Human Services to provide a basic monthly income of $2,000 for up to 1 year, to qualified persons who are verified victims of sex trafficking, or who are female or sexual and gender minority individuals seeking to exit the sex trade. Requires the Department to keep confidential the personal information of applicants and program participants. Appropriates moneys. Requires report to the Legislature.
