Requires all state, county, and private bus operators to upgrade to zero emission buses by 2035.
Requires all state building construction that uses concrete to use post-industrial carbon dioxide mineralized concrete unless use of these materials will increase costs or delay construction.
Establishes a presumption that a person charged with a crime is entitled to unconditional release unless proven otherwise. Requires the consideration of nonfinancial conditions of release before bail is ordered.
Authorizes the Department of Human Services and Department of Health to appoint an existing employee to apply for and manage grants, request grant writing assistance from other state agencies, or contract or employ a dedicated capture manager for this purpose. Establishes the therapeutic psilocybin working group to examine the medicinal and therapeutic effects of psilocybin and develop a long-term strategic plan to ensure the availability of therapeutic psilocybin or psilocybin-based products that are safe, accessible, and affordable for adults 21 years of age or older.
Increases the minimum wage to $18 an hour, effective January 1, 2023, for employees employed by an employer with more than fifteen employees.
Establishes a rent stabilization law applicable to all rental units that are designed for rental use or are rented, with certain exceptions. Establishes the rent stabilization advisory committee to be headed by the executive director of the Hawaii public housing authority and director of commerce and consumer affairs. Requires the legislative reference bureau to conduct a study on actions that other states have taken to incentivize landlords to stabilize rents.
Requires a finding that denial of reasonable grandparent visitation rights would cause significant harm to a child as a condition of awarding grandparent visitation rights. Clarifies procedures for an order awarding reasonable grandparent visitation rights. Specifies that a violation of the terms and conditions of the order is punishable as contempt of court.
