Authorizes independent generators of renewable energy to wheel the renewable electricity they produce to users of renewable energy pursuant to administrative rules established by the public utilities commission. Requires the public utilities commission to submit a report to the legislature prior to the regular session of 2024. Effective 7/1/2100. (HD1)

Establishes the 2022 illegal fireworks task force within the department of the attorney general to develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control law; and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the legislature.
Requires the Public Utilities Commission to develop an estimated social cost of carbon; each regulated electric and gas utility to use the estimated social cost of carbon in the utility's respective integrated resource planning process; and the State to consider the estimated social cost of carbon in planning new infrastructure and capital improvement projects. Establishes a separate fee and charge for the inspection, quarantine, and eradication of invasive species contained in air freight brought into the State, to be used for the program at the airports. Establishes a fund for the revenues to be deposited into. Appropriates funds.
Creates a civil cause of action that may be brought by any person, other than an officer or employee of the State or a local governmental entity in the State, for certain violations or aiding or abetting certain violations of the Fireworks Control Law, with statutory damages.
Establishes the packaging stewardship program within the department of health to reduce the amount of packaging material that becomes solid waste.
Reduces the landfill buffer zone from one-half mile to one-quarter mile.
Returns to OHA certain moneys in the carry-forward trust holding account previously claimed as public land trust overpayments to the office. Establishes a public land trust revenues committee to periodically study and determine the annual amount of income and proceeds from the public land trust that OHA should receive annually.
Prohibits the manufacture, distribution, and sale of single-use plastic bottles and rigid plastic containers designed to hold 16 fluid ounces or less, effective 1/1/2024, and single-use plastic bottles and rigid plastic containers designed to hold more than 16 fluid ounces, effective 1/1/2025.
Amends provisions that exempt a proposed housing project of the Hawaii housing finance and development corporation from statutes, ordinances, charter provisions to include a requirement that the proposed project does not impact wetlands or natural stormwater infrastructure. Requires an environmental assessment for actions under the environmental impact statements law that propose any development that would impact wetlands or natural stormwater infrastructure.
