Establishes a Department of Environmental Protection on July 1, 2026. Transfers the Hawaii State Energy Office into a division within the Department of Environmental Protection. Effective 7/1/2100. (SD2)

Requires the Hawaii Health Systems Corporation to conduct a hospital needs assessment for North Kona before performing a site assessment. Appropriates moneys to the Hawaii Health Systems Corporation to conduct a hospital needs assessment and a site assessment to identify and evaluate viable locations for a new hospital in North Kona on the island of Hawaii. Establishes the Waiakea Peninsula Redevelopment District and the Redevelopment District Working Group for the redevelopment of public lands on the Waiakea Peninsula. Appropriates funds. Effective 7/1/2050. (SD1)
Authorizes the counties to establish an opt-in program by ordinance that allows an annual payment in lieu of real property taxes on the land or improvements thereon that are actively used to produce or store renewable energy that is sold to an electric utility. Effective 7/1/2100. (SD1)

Appropriates funds to the University of Hawaii to increase the State's capacity to train new nurses and project future nursing workforce needs. Provides that the nursing program at the University of Hawaii, West Oahu be reinstated as a condition to the appropriation. Effective 7/1/2055. (SD1)
Requires each county to incorporate into its next integrated solid waste management plan revision a plan to all organic waste produced within the county by facilities generating more than a certain amount of organic waste per year. Appropriates funds to reimburse the counties for incorporation of the new requirement into their plan revisions. Effective 7/1/2100. (HD1)
