Provides that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. Authorizes a county to require the subdivider or developer to establish a stewardship fund, controlled by the county, for maintenance purposes.

Establishes the Hawaiʻi Zero Waste Initiative to, among other things, manage the State's transition to a zero solid waste economy. Establishes the Packaging Waste Advisory Council. Requires the Department of Health to develop an assessment of statewide needs to determine the resources required to reduce packaging waste by seventy per cent from the baseline amount by 2035 and develop a program proposal and draft legislation to establish a producer-funded Packaging Reduction, Reuse, and Recycling Program. Gives authority to the Department of Agriculture to align state hemp production administrative rules with federal law, with regard to exemptions for fiber, fuel, and seed grain hemp crops.
