Authorizes professional land surveyors and their assistants to enter private property to perform land surveying, subject to certain provisions. Shields land surveyors and their assistants from prosecution under criminal trespass laws when performing their duties. Effective 6/30/3000. (HD2)
Makes explicit the counties' authority to regulate hosting platforms providing booking services for short-term rentals. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in the definition of "short-term rental". Effective 6/30/3000. (HD1)
Amends the vehicle weight tax exemption for noncommercial vehicles by removing the exemption for military reserves and other active duty military personnel and adding an exemption for certain veterans.
Establishes an organic foods production tax credit applicable to taxable years beginning after 12/31/2023. Sunsets 12/31/2033. Effective 6/30/3000. (HD2)
Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023. Requires the Office of Planning and Sustainable Development, in consultation with the Department of Taxation, to recommend updates to the tax per fuel and corresponding tax credits. Increases the minimum penalty imposed upon homeowners, renters, and managers of real property when they intentionally, knowingly, or recklessly allow others to unlawfully use aerial devices from their respective properties after 9:00 p.m. and before 9:00 a.m.
Prohibits pet dealers and retail pet stores in the State from selling, offering to sell, leasing, offering to lease, bartering, auctioning, or otherwise transferring ownership of any dog, cat, or rabbit. Effective 1/1/2024.
Amends the definition of "restricted use pesticide" to include neonicotinoid pesticides.
Appropriates moneys as grants-in-aid to the several counties for the mitigation of flood risks on privately-owned roads. Provides that the appropriation or expenditure of moneys pursuant to the Act shall not be construed to establish a duty of care or grounds for liability for the State or the several counties.
