RELATING TO INSURANCE.

Authorizes prescriptions made by chiropractors for physical therapy and therapeutic massage treatment to qualify as a motor vehicle insurance personal injury protection benefit. Replaces the existing cap on the number of chiropractic treatment visits that qualify for motor vehicle insurance coverage with a number of visits that are deemed medically necessary. Amends the reimbursement amount for chiropractic treatment from $75 per visit to an amount tied to the charges, and any subsequent increases in charges, permissible under the workers' compensation supplemental medical fee schedule. Repeals the thirty-visit cap on combined naturopathic, chiropractic, and acupuncture treatments. Effective 6/30/3000. (HD1)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Encourages the EUTF to consider investment opportunities in industries that will sustain Hawaiʻi's natural environment or produce economic opportunities for its residents, including renewable energy businesses and businesses that use investment capital to acquire the infrastructure and services needed to become energy sustainable. Appropriates funds to the EUTF. Effective 6/30/3000. (HD1)

RELATING TO CLIMATE MITIGATION.

Requires each regulated electric and gas utility to use the estimated social cost of greenhouse gas emissions established by the United States Interagency Working Group on the Social Cost of Greenhouse Gases in that utility's respective integrated resource planning process. Requires the State to consider the estimated social cost of greenhouse gas emissions in planning new infrastructure and capital improvement projects and when designing and constructing new buildings. RELATING TO VESSELS.

Prohibits a vessel from being fumigated on ocean waters. Allows an owner whose vessel is required to be fumigated on ocean waters to apply for an exemption from the division of boating and ocean recreation. Requires any vessel granted an exemption to be fully covered and sealed while being fumigated and for any period of time thereafter needed to prevent fumigant or other chemicals from entering ocean waters. RELATING TO EMERGENCY PREPAREDNESS.

Requires the DOE to develop and maintain a communication strategy and outreach plan for emergency management and disaster preparedness. Requires the DOE to provide updated information to parents and guardians about its communication strategy and outreach plan no later than thirty days after the beginning of each school year.

RELATING TO EDUCATION.

Requires DOE to develop and implement safety training for all cafeteria student helpers and ensure the student helpers receive the training prior to them volunteering. Requires DOE to provide personal protective equipment for all cafeteria student helpers prior to the student helpers volunteering. Requires all cafeteria student helpers to be directed and supervised by trained personnel at all times. Effective 6/30/3000. (HD1)

RELATING TO COMMERCIAL ACTIVITIES ON BEACHES.

Prohibits any person from presetting commercial beach equipment on any public beach under the jurisdiction of the department of land and natural resources, unless the customer is physically present. Requires commercial vendors to expeditiously remove commercial beach equipment after the customer has finished using it. Allows the department of land and natural resources to grant exemptions through rules adopted pursuant to chapter 91, Hawaiʻi Revised Statutes. Establishes administrative fines for violations. Pertains only to public beaches and does not include private lands, including accreted lands.
