RELATING TO THE COMMISSION ON WATER RESOURCE MANAGEMENT.

Increases the number of Commission on Water Resource Management members from 7 to 8, with only 5 of the 8 members required to have substantial experience in water resource management. Adds the Chairperson of the Hawaiian Homes Commission, or the Chairperson's designee, as a member of the Commission on Water Resource Management.

RELATING TO SCHOOL MEALS.

Beginning with the 2024-2025 school year, requires the Department of Education to provide free breakfast and lunch to students enrolled in a public school who meet certain requirements. Appropriates funds.

RELATING TO PLASTIC BOTTLES.

Effective 1/1/2025, prohibits the retail sale or offer for retail sale of single-use plastic bottles designed to hold less than two liters of bottled water for oral consumption, with certain exceptions.

RELATING TO CORRECTIONAL FACILITIES AUTHORITY.

Establishes the Correction Facilities Authority to be responsible for all public corrections development, planning, and construction related to capital improvement projects. Requires the Correction Facilities Authority to apply for a loan or grant from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program. Effective 7/1/3000. RELATING TO HAWAII EDUCATOR LOANS.

Opens eligibility under the Hawaiʻi Educator Loan Program for students and teachers who agree to teach as a full-time teacher in a public charter school. Decreases the service requirement for total loan forgiveness to five years and increases the percent of the total loan award to be waived annually under the Hawaiʻi Educator Loan Program. Appropriates funds into and out of the Hawaiʻi educator loan program revolving fund to provide financial assistance for students participating under the Hawaiʻi educator loan program. RELATING TO ELECTIONS.

Prohibits the sharing of personal information of clerks, election officials, and election workers for the purposes of intimidation, threats, harassment, or abuse. Amends the offense of assault in the second degree to include causing bodily injury to any clerk, election official, or election worker. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO TEACHER LOANS.

Establishes a teacher loan program to encourage individuals to become teachers in hard-to-staff positions of Department of Education schools. Allows a loan to be forgiven for teachers who become, or have become, a licensed teacher in Hawaiʻi or for teachers who will commit to teach for three years at a Hawaiʻi public school or public charter school.
