Requires motor vehicle tire retailers to collect a refundable tire disposal deposit for each tire sold.

Establishes that the offense of abuse of a family or household member is a petty misdemeanor with a jail sentence of no less than forty-eight hours and no more than thirty days. Establishes that for a second offense that occurs within five years of the first conviction of the offense of abuse of a family or household member is a misdemeanor and the person shall be termed a "repeat offender". Establishes that a third or subsequent offense that occurs within five, rather than two, years of a second or subsequent conviction of the offense is a class C felony. Allows the prosecution to use prior convictions of the offense of abuse of a family or household member as evidence in the instant offense committed by a repeat offender. Requires that court ordered domestic violence intervention programs include anger management training. Requires the judiciary, in cooperation with the prosecutor of each county and police department of each county, to annually compile and report on statistics regarding arrests, charges, and convictions based on the offense of abuse of a family or household member. Repeals and reenacts the offense of abuse of a family or household member on 06/30/20.
Amends general excise tax exemptions to include sales of food products by the Girl Scouts of the United States of America and the Boy Scouts of America provided that profits from those sales are used exclusively to further the purposes of the organization.
Appropriates funds for the University of Hawaii Intercollegiate Athletic Program.
Repeals the changes made to agricultural and aquacultural building permit requirements in Act 203, SLH 2013, to ensure that Hawaii's communities are not suspended from participation in the NFIP.
Establishes the Hawaii college service corps to provide recent high school graduates with tuition waivers and college credit for participation in qualifying college service corps programs.
Establishes a working families tax credit. Requires the Department of Taxation to prepare an annual report on the tax credit’s usage for the previous year.
Sets time limit for the grant or denial of an application for an initial or renewed certificate of approval to operate a community care foster family home or any community-based care home or facility licensed or certified under the Department of Health. Authorizes an application fee and sets fee amounts.
Authorizes the Department of Health (DOH) to maintain a forum on its website where specified state-licensed care facilities may post vacancy information. Requires DOH to convene a working group to discuss and provide feedback on the implementation and maintenance of the forum. Appropriates funds.
