Mandates state agencies to prioritize purchasing from local vendors whenever feasible. Allows state agencies to split contracts across multiple local vendors to enhance participation and competitiveness. Specifies when contracts may be awarded to multiple vendors.

Beginning with the 2027-2028 school year, requires the Department of Education to include the teaching of financial literacy in the personal transition plan requirement for each student.
Creates an alternative water source income tax credit for taxpayers who install, place in service, or repair a water catchment system or who purchase water delivery services.
Establishes a process, beginning on January 1, 2026, for automatically preregistering or registering public, charter, and private school-enrolled students who are at least 16 years old to vote.
Establishes cat owner liability for harm to property or native birds. Prohibits the care of predators on state lands under the jurisdiction of the Department of Land and Natural Resources. Establishes administrative fines.
Requires the Disability and Communication Access Board to issue a disability travel placard to an applicant who has a valid removeable windshield placard and provides proof of travel. Effective 7/1/2027.
Amends the conservation district use permit application, approval, and oversight responsibilities of the Board of Land and Natural Resources, Mauna Kea Stewardship and Oversight Authority, and lessees. Provides that certain conservation district use permits that are in effect as of 7/1/2028, to which the University of Hawaii is a permittee or other named party, shall not be transferred to the Mauna Kea Stewardship and Oversight Authority.
Allows designation of eligible homestead lots as enterprise zones for a period of twenty years. Provides state and local incentives to qualified businesses on homestead lots.
Establishes the Hawaii Home Energy Assistance Program within the Department of Human Services to assist households in paying their energy bills. Requires the Public Utilities Commission's Public Benefits Fee Administrator to provide information and technical assistance about available energy efficiency programs to recipients of the program. Appropriates funds.
Appropriates moneys to the Office of Veterans' Services to perform its statutory duties, including maintaining a center that provides information, counsel, aid, and assistance to veterans, their families, and their dependents; and cooperating with federal agencies responsible for the administration of rights and benefits granted to veterans, their families, and their dependents.
