The bill requests that the Department expand its investigations beyond areas historically linked to firefighting foam to include all potential sources of PFAS exposure, such as industrial operations, medical facilities, and waste disposal areas. It calls for more comprehensive testing of soil, water, and sediment using full analytical methods to ensure no hazardous substances are overlooked. The resolution also emphasizes that these reassessments should inform future state-military land lease negotiations by providing complete transparency on contamination status and remediation needs.
Maddy summaryThis bill urges state agencies to reorganize the East Kapolei Transit-Oriented Development Project by transferring land parcels currently owned by the Department of Land and Natural Resources to the Hawaii Housing Finance and Development Corporation. It also requests that the Housing Corporation partner with the Hawaii Community Development Authority and Department of Hawaiian Home Lands to handle non-housing aspects like commercial development and infrastructure improvements. The resolution aims to align agency responsibilities with their core functions to facilitate the project's mixed-use development, which includes affordable housing, retail, and transit facilities.
Maddy summaryThis bill requests the County of Hawaiʻi to expand the Hele-On Shared Ride Program from its current service in east Hawaiʻi to cover the entire island, including rural areas like West Hawaiʻi, North Kohala, South Kohala, Kaʻū, and Puna. The program provides subsidized, on-demand transportation for individuals with disabilities, older adults, and those with chronic health conditions who need accessible vehicles that accommodate mobility devices. The resolution asks the county to partner with local transportation providers to increase service availability in underserved areas while prioritizing accessibility and compliance with disability laws. It also encourages the county to consider phased implementation or pilot programs to manage costs and ensure sustainable expansion of the service.
Maddy summaryThis House Concurrent Resolution nominates John D. Waihe'e III for induction into Hawaii's Aloha Order of Merit, a legislative body that honors individuals who have made significant contributions to the state. The resolution recognizes his historic role as the first Native Hawaiian to serve as a U.S. state governor and highlights his achievements in education, healthcare, economic development, and Native Hawaiian rights advocacy. The bill directs the transmission of certified copies to the Governor, the Aloha Order of Merit Committee, and Governor Waihe'e III himself, following the statutory criteria for induction established in Hawaii Revised Statutes.
Maddy summaryThis bill asks Hawaii's Department of Education to officially recognize competitive cheerleading as a Title IX sport. It urges state officials to develop guidelines and safety standards that align with federal requirements for equal athletic opportunities. This measure seeks to ensure high school cheer athletes receive resources comparable to other varsity sports.
Maddy summaryThis bill requests the Hawaii Department of Education to form a shared decision-making committee to develop a plan for establishing a K-12 Hawaiian language immersion school in Kapolei. The proposed committee would include 11 members representing educators, administrators, community organizations, parents, and higher education leaders to guide the planning process. The action plan must outline steps for facility selection, teacher recruitment, curriculum development, and a phased implementation schedule starting with kindergarten through second grade by the 2027-2028 school year. The bill also directs the Department to allocate initial faculty and administrative positions to support the new school and requires progress reports to the Legislature by 2027 and 2028.
Maddy summaryThis bill is a non-binding resolution that expresses the legislature's support for expanding programs to increase tree canopy coverage and install shade trees in urban areas across Hawaii to combat urban heat islands. It directly affects state and county agencies, which are asked to collaborate on assessing heat exposure, identifying priority areas for tree planting, and integrating shade tree strategies into future development projects. The resolution outlines specific areas for review, including disparities in canopy access, coordination with community partners, and best practices for tree maintenance, while also requesting that copies be sent to key state officials and county mayors.
Maddy summaryThis bill urges the Hawaii Department of Land and Natural Resources to collaborate with partners on increasing investment in reforestation efforts across public and private lands. It calls for expanded policies, financial incentives, workforce development, and nursery capacity to support planting native trees and restoring degraded forest areas. The resolution specifically asks the department to modernize state nurseries, partner with private seed producers, and address barriers like invasive species and fencing costs to make reforestation more feasible for landowners. It emphasizes that these actions aim to improve water supply, climate resilience, and economic opportunities while supporting Hawaii's ecological and cultural values.
Maddy summaryThis bill is a non-binding resolution that expresses support for using existing funds to help finance early-stage costs for government affordable housing projects in Hawaii. It specifically endorses allowing interim loans from the Dwelling Unit Revolving Fund to cover predevelopment expenses like site analysis, design work, and permit preparation for projects owned or managed by government entities. The resolution states that these loans would be repaid by developers through permanent financing once the project is completed, aiming to speed up the delivery of affordable housing. As a concurrent resolution, it does not create new laws or change regulations but instead communicates legislative support for this funding approach to the Hawaii Housing Finance and Development Corporation.
